Village Board Minutes December 2, 2014

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present except Tim Kinnard the president Kelly Pinchart opened the meeting . On a motion by Troy Alsteen and seconded by Francis Gilson the agenda was passed as presented.

Bruce is taking the phosperous samples to another company to have it tested till he can do it on his own with our equipment.

The DNR will be coming to the Sewer Plant this week to review the process that Bruce is doing at the Sewer Plant.

Bruce applied for a grant for the fire Department.

Bruce will also order a Christmas decoration to replace any that need too many repairs.

The Christmas tree at the post office will be plugged in the post office with a new outlet that was put in by Chuck Schmitt and the power cost will go to Tom Ross. He will be donating the cost of the tree lights power to the Village. The Village would like to thank Chuck and Tom for the donations to the Village.

The bills were reviewed and on a motion by Francis Gilson and seconded by Dennis Cravillion to approve the bills as read.

On the review of the minutes they were approved by Dennis Cravillion and seconded by Francis Gilson.

The budget was reviewed and on a motion by Dennis Cravillion and seconded by Troy Alsteen the mill rate for the taxes in the Village will be a total of .0196960675 with the amount of $120883.37 the amount that the Village will have for the Village taxes.

On a motion by Dennis Cravillion and seconded by Troy Alsteen to purchase part of the land on Fameree’s lot that is on 1st street.

The Village would like to inform the residents that recycles may not be put in plastic bags.

With no further business the meeting was adjourned by Francis Gilson and seconded by Dennis Cravillion.

Village Board Minutes November 11, 2014

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the meeting was opened with a motion by Tim Kinnard and seconded by Troy Alsteen to approve the agenda.

Dean and Thad from Cedar Cor Engineering were present to discuss what will be required for the WPDES Permit expiring 9-30-2019. New limits for temperature for the Village and Cedar will help Bruce obtain the right temperature. There will also be new limits in the next 8 years to be compliant. We also have to deal with the Phosphorus in the water quality. We will have to contact the land owners surrounding the Village to prevent run off to the Casco Creek in the Village. Cedar Cor will help Bruce with all of the forms.

1st responders have 28 members with 6 new ones in training. Can the municipalities donate some money every year to help towards the costs for training and equipment? They only have the 1st street event to raise money. The responders donate their time so all of the money goes to training and equipment.

This is the most proactive group in the State of Wisconsin. The responders pay for their own clothes and fuel to go to the calls. Last year there were 86 calls.

Emergency Management will not be doing testing till April.

The post master will not let us plug our Christmas tree into the building so it will not be lit up this year.

Chipping was very bad this year because of the weather was so wet. Bruce will check into how much it would cost the Village if a company comes in to take care of the chipping.

The sewer line to the old Red Owl store is taken out. The line between Frank Fameree house and the old Red Owl store is plugged with roots. The Sewer lift on Church Ave. by the school was also plugged so Bruce flushed the lines on 6th St and Church Ave. up to the sewer lift.

The DNR will come to the Sewer plant in December to tour it.

The radios for the fire department are still not working and this goes for other fire departments. Our department had a very hard time talking to each other; Bruce tried 11 times at one call. Bruce stated that Lou from Luxemburg Fire department is also upset with the radio problems.

Bruce submitted his budget for the Fire department.

On a motion by Tim Kinnard and seconded by Francis Gilson the bills will be paid as presented.

On a motion by Tim Kinnard and seconded by Francis Gilson the minutes were also passed as presented.

The next meeting will be December 2 for the approval of the Budget.

Village Board Minutes October 14, 2014

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present except the Clerk who will be coming later. On a motion by Troy Alsteen and seconded by Tim Kinnard the agenda was approved as read.

Ed and Sandy Olson were present to inform the board that the black material that was put on their road to help with the repair they thought was too much. It was explained to them that after there is more traffic driving on it does get better and is not so loose.

The lawn mower has an oil leak and Bruce will get it fixed.

Bruce will have the brush pile chipped soon.

The sewers will also be flushed.

The Sewer plant will have to put the test for Phosphorous into motion in the next couple years. The equipment will have to be purchased when Bruce gets trained and knows what he needs. It should cost about $5000.00.

The entrance to 3rd street from Church Ave. is fixed.

The pump on fire engine 452 will be fixed for $1700.00. Engine 451 pump is ok. Bruce wants to know what he should watch for in the price of a new truck. The CASCO LIONS GAVE THE FIRE DEPARTMENT $1000.00 AND THE FIRE DEPARTMENT AND THE VILLAGE WOULD LIKE TO THANK THEM.

The Village will have to put a 2nd layer of Blacktop on the Casco Subdivision roads.

Fire prevention week L-C Early Childhood, Holy Trinity 4K, 1 and 2 grades completed in the poster contest and the winner was Erin Vaness . Bruce took the Fire truck to pick him up at home and took him to school.

Boy Scouts put on safety days at the Luxemburg Sportsman Club.

The storm sewer in front of Marvin Kinnard house on Hwy 54 will need to be fixed in the future.

The bills were reviewed and on a motion by Dennis Cravillion and seconded by Troy Alsteen were paid as presented.

Bruce attended the Waste Water Treatment Class on October 8 & 9.

Village Board Minutes September 9, 2014

REGULAR MEETING CASCO VILLAGE BOARD

With the board members present the President Kelly Pinchart opened the meeting. On a motion by Tim Kinnard and seconded by Francis Gilson the agenda was passed as presented.

Bruce will put a carbon monoxide in the meeting room and the Sewer plant.

The County will be coming in to finish the 3rd and 5th St. black topping.

The company that sold the radios to the county did not get $300,000.00 from the total till the radio problems are solved. The 1st responders, fire departments, Police departments to inform the Communication Committee and some of the County board members were all at the meeting to be informed of the problems with the radios.

There will be new playground equipment at the park with the money the “Horray for Hollywood” donated to the Village. The board would like to THANK THEM FOR THEIR DONATION.

The bills were reviewed and on a motion by Tim Kinnard and seconded by Francis Gilson.

The minutes were approved on a motion by Tim Kinnard and seconded by Troy Alsteen.

Chuck Zellner from the Legion to discuss storage at the Village Hall upstairs. There is not a lot of storage room upstairs. The board suggested that the Legion talk to the Lions club to share their space. The legion cannot put a freezer upstairs since the board voted a couple of years ago that they cannot store a freezer in the Village Hall.

The Halloween hours were discussed and it will be Nov. 2, 2014 at homes with porch lights on from 12-2 PM.

The Village residents will be reminded that Snow and Ice must be removed from their property 48 hours after storms or the Village will do it and the cost will be charged back to the residents.

On a motion by Dennis Cravillion and seconded by Troy Alsteen to adjourn since there is no further business.

Village Board Minutes August 5, 2014

REGULAR MEETING CASCO VILLAGE BOARD

With an all the board members present the president Kelly Pinchart opened the meeting. On a motion by Tim Kinnard and seconded by Francis Gilson the agenda was passed as presented.

Dale Vandervest was present to ask for an easement on Village Lane from Rock Ledge to 5th street to get to Moxie’s Supper Club for snowmobiles to travel on. The township gave permission for their half of Village Lane and on a motion by Tim Kinnard and seconded by Troy Alsteen the Village will allow snowmobiles to travel Village lane to 5th street. The snowmobile clubs will groom the trails.

Dale Vandervest asked that the sidewalks be cleaned 48 hours after a snow storm. There is an ordinance for the property owners clean their sidewalks from snow and ice 48 hours after a snow storm or the Village will clean it at the owner’s expense.

Bruce Depeau, Dan Laak, Doug Duescher were present from the Casco Fire Department to inform the board of their displeasure with the communication problems with the radios. It has been 9 months and there have not been any solutions to the problems with the radios. The fire departments in the county along with the EMS and Police have had the problems. They have submitted the problems to the County Sheriff with no solutions. A letter will be sent from the Village Board to the County Board with a list of the problems. The County Board has asked the Sheriff what the cost of the radios are to the County but have not got an answer.

Bruce has brought a quote for a 2010 used Fire truck in Pennsylvania for $195,000.00. The board would like to pay more on the loan for the last fire truck. Bruce will still keep looking for a used truck and inform the board.

Bruce also informed the board that the pump at the park did not work so Bruce had the pump replace and the motor.

Bruce will look at a lawn tractor to drag the field and if it works and not to expensive he will purchase.

Bruce had the overhead door at the fire dept. replaced because it was broke.

Cedar Corp engineers were contacted to see what the Village can do to meet the restrictions that will go in effect in 2016.

Bruce still has some problems at the park with some kids and he will monitor the problem and inform the board if the problems get worse.

On a motion by Dennis Cravillion and seconded by Francis Gilson to have the balloon payment on loan 30122 for the Davister Subdivision renewed for another 10 years at the interest on the loan now or less if the Bank of Luxemburg can lower it. All were in favor to renew the loan for 10 years.

On a motion by Troy and seconded by Tim Kinnard the bills will be paid as presented

On a motion by Tim Kinnard and seconded by Dennis Cravillion with the corrections.

The next meeting will be September 9 at 7:00 PM

Village Board Minutes July 13, 2014

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the agenda was passed on a motion by Tim Kinnard and seconded by Troy Alsteen.

It was decided that during the winter months Bruce will call the County in to plow when needed. We need to contact the County concerning the snow removal options for the Village. The County needs to know that the County will be called by the Village when Bruce needs them.

Bruce and Dennis Cravillian will go to the County Highway meeting to explain that we need to know if the County will be doing our parking lanes on Hwy. 54. The lanes are cleaned in other municipalities but not us.

By August 1 the new paging system for the Police, Fire and EMT has to fix all the problems or a new system will have to be put in place. One of the problems to be fixed is that all the departments must receive the calls.

Bruce will be going to a convention for Sewer operators that will be in held in Green Bay for 4 days. The board approved.

The Sewer Plant will have to lower the temperature of the discharge going out of the plant to meet the limits for the 2018 permit. The Village will have to come up with a plan to meet the limits on the permit for 2018.

Bruce is also having trouble with a few families that go to the park. Bruce has informed the Kewaunee County Sheriff Office of the damage that is being done at the park. He has also talked to the children that they have to stop the vandalism or they will not be allowed in the park. Two of the boys were told to leave the park already because they do not listen. Bruce will continue to monitor the problem and if it continues the Sheriff’s office will be called again. The parents will also be sent a bill for the damage.

The next meeting will be August 5 at 7:00 PM and not the second Tues of the month because the election will be held on the second Tues of August.

Village Board Minutes June 10, 2014

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the agenda was passed on a motion by Dennis Cravillion and seconded by Tim Kinnard.

The minutes were read and on a motion by Tim Kinnard and seconded by Dennis Cravillion the minutes were passed as read.

The minutes for the Board of Review were read and a motion by Tim Kinnard and seconded by Dennis Cravillion was passed as read.

The board was informed that the LRIP program will go the Village in 2016.

A resolution for the Compliance of the Sewer plant of 14-1 was passed on a motion by Tim Kinnard and seconded by Francis Gilson.

Bruce informed the board that the Sewer Plant had an audit . There were no problems except for the BOD meter was too old and should be replaced. The good report was given to Bruce from the DNR.

Quotes were given to Bruce to fix the cement at the threshold at the entrance to the Village Hall meeting room, and the Sewer plant entrance. There are 2 bids one from Jesse Stahl for $1150.00 and Weidner for $710.00 for the replacing the areas in both places.

On a motion by Tim Kinnard and seconded by Francis Gilson the board granted the contract to fix the Village Hall and Sewer Plant to Weidner for the cost of $710.00

The radio and paging system for the County is not the best for the fire and rescue department in the County. Bruce has voiced his displeasure along with other departments. Bruce has talked to Matt Joski about the fault with the system but nothing has changed.

A motion by Tim Kinnard and seconded by Dennis Cravillion Bruce will contact the Scott Construction to do the number 2,3,4,5 roads.

Bruce will be doing the Chipping.

The bills were reviewed and on a motion by Tim Kinnard and seconded by Francis Gilson will be paid as presented.

Thad Majkowsli from Cedar Corp informed us concerning the contract with them informing us there was no work at this time.

Tim showed the board a map of the property that is owned by Ernie and Frank Fameree on Main Street. They would like to sell us a portion of the property that is on 1st street. The board will review the

property and check the survey of the property and get an assessment of the property to discuss the cost to purchase. The building on Main Street will be torn down this summer. The sewer line will be cut off to eliminate the sewer bill.

There being no further business the meeting was adjourned on a motion by Francis Gilson and seconded by Dennis Cravillion.

The next regular meeting is July 8 at 7:00 PM at the Village Hall Meeting Room.

Village Board Minutes May 13, 2014

REGULAR MEETING CASCO VILLAGE BOARD

With all the Board members present the meeting was open by President Kelly Pinchart. On a motion by Dennis Cravillion and seconded by Francis Gilson the agenda was passed as presented.

Bruce was present to inform the board of the Village problems and work that was done or needed to be done in the Village

The State Lab of Hygiene will be coming to the Sewer Plant to do an audit.

The cement in front of the door at the plant is raised up from the frost and the door cannot be opened. Bruce will be getting quotes from companies to fix the problem.

There are ruts in the sub division that were made by a company that is putting in lines for the telephone company. Bruce will contact the telephone company to get the name of the company so they can fix the problem.

The bills were reviewed and on a motion by Dennis Cravillion and seconded by Troy Alsteen to pass as reviewed.

On a motion by Francis Gilson and seconded by Dennis Cravillion the minutes were passed as presented.

Bruce will talk to the new Highway Commissioner to see if there is any funds in the LRIP program to repair the roads.

The liquor licenses were reviewed. Class B are T&J grill and pub, Jim’s Bar and Bowl, Casco One Stop, Moxie’s supper club and on a motion by Francis Gilson and seconded by Dennis Cravillion the licenses were granted as presented.

The Assessor has informed the board that in 2016 the Village will have to do a reevaluation. It will cost $18000.00 for a walk thru or $14000.00 for a walk around. The board will have till the fall of 2015 to decide.

The next regular meeting will be June 10 at 7.00PM. On a motion by Tim Kinnard and seconded by Troy Alsteen the meeting was adjourned.

Village Board Minutes April 8, 2014

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present on a motion by Francis Gilson and seconded by Dennis Cravillion the agenda was passed as presented.

Chuck Schmitt was present to thank the board for the 16 years that he had the position as Building Inspector. We now have a new one Brett Guilette at 920-495-3232. Any building permits can be obtained from Brett.

Jenny Salentine was present to present the Village with a check for $1000.00 to be used at the park. The money was from Hooray for Hollywood show. The show donates a lot of their funds to County municipalities, schools and organizations.

Casco A’s present to discuss any rules at the park and if they have any problems. The only problem the Village has so far is that the A’s need to clean the park after games and their tournament so Bruce does not clean everything by himself. If no help the Board will charge the A’s the salary that Bruce makes to clean.

There will be an increase charge to the Village from Ron Delain to haul the sludge.

The minutes were read and on a motion by Francis Gilson and seconded by Troy Alsteen were passed as read.

The bills were reviewed and on motion by Tim Kinnard and seconded by Troy Alsteen will be paid as presented.

Bruce was not present due to a funeral.

Dennis Cravillion will contact the new Highway Commissioner to see if we still have a LRIP program. The board will then discuss what streets will be repair and what work will be done.

Bruce has two valves that need to be replaced at the Sewer plant and the board would like Bruce to get the kit to replace them. If that does not work we will then look for someone to replace it.

The bill from the County to fix West Street was reviewed and will be paid $4953.76.

Kewaunee County Emergency Management Resolution Plan #2014-1 was passed on motions by Tim Kinnard and seconded by Francis Gilson.

The board discussed a new Fire Truck and it was decided to table it till further notice since we still have a loan on another fire truck.

The next meeting will be May 13, 2014.

The Board of Review will also be on May 13, 2014 at 7:00 PM.

On a motion by Francis Gilson and seconded by Troy Alsteen the meeting was adjourned.

Village Board Minutes March 4, 2014

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present president Kelly Pinchart presented the agenda. On a motion by Tim Kinnard and seconded by Dennis Cravillion the agenda was passed.

Brett Guilette was present to inform the board the contents of his contract and fees for the board to look at. He is applying for the Building Inspector position since Chuck Schmitt wants to retire. He would do new homes and repair and addition to existing homes. The village will receive 10% of each permit.

The Village would like to THANK CHUCK SCHMITT for his years of service as the building inspector.

Mr. Laak donated his time putting back up lights on the truck.

Bruce is having trouble with the blowers at the Sewer Plant and will have to get the sewer blowers examined.

Bruce had Jim Jadin come into the Village to spread sand because the streets were a little slippery. He had called the county but they informed him that they could not come into the Village at this time.

The Village also has a problem with the snow removal in the parking lanes on Hwy 54. He has talked to the County and the State since the parking lanes are cleared in other municipalities on Hwy 54. The State has not returned Bruce’s call. He will contact the new highway Commissioner to inform him of the problems in the village and to introduce him to the village.

The Village is looking for an employee for Seasonal work.

The contract for the building inspector will be accept on a motion by Tim Kinnard and seconded by Dennis Cravillion.

The residents on Main Street were informed that they cannot park on the streets overnight. They cannot park in front of mail boxes also.

The new business that wants to come to the Village has the approval of the Village but has to have the property owner approve the company to rent their property.

The next meeting will be April 8, 2014.

Village Board Minutes February 11, 2014

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present except Francis Gilson the meeting was opened by President Kelly Pinchart. On a motion by Tim Kinnard and seconded by Troy Alsteen the agenda was passed as presented.

Mr. Greg Borley was present to inform the board that he would like to open a business in Casco and would like to know what the board needs from him. He wants to open a recycling business but it is only recycling drop off and will not interfere with the recycling that the Village collects. The Village wants to make sure that the property does not get cluttered with junk. He will have to be checked a couple times a year to make sure there is no collection of garbage or junk on the property. He will also get a sewer bill for his business. A letter will be sent to him with all of the rules and a copy will also be sent to the landlord.

His hours will be 9-5 Monday thru Thurs. 9-3:30 Friday and 8- 12 Saturday. There will be no autos. The letter will be given to him to sign along with the board.

Scott Beining was present to discuss being the Building inspector for the Village. He only wants to do new homes not the remodeling or additions to existing homes. The board will also interview a person from Algoma at the next meeting and he would do all of the building permits for the Village.

Bruce was also informed by the post master Paul Schmitt that the Village can no longer plug the Christmas tree into the post office building. Bruce informed the board that the tree will no longer be decorated with lights at Christmas till another outlet can be found.

The concrete by the door entrance to the Village Hall is starting to break away. Bruce will look into a solution when the weather gets better.

The blowers at the Sewer plant are not working all the time so Bruce will have to find problem and get it fixed.

The Fire truck 451 is already 30 years old and maybe the board should look into how much a new truck would cost. Our fire department has been called out 27 times in 2013. If the board is ever considering a new truck it will take 1 year to order.

The board will table the Fire truck discussion till further notice.

On a motion by Tim Kinnard and seconded by Troy Alsteen the bills will be paid as presented.

The residents on 1st street will be approached to remove the snow from the parking lanes and informed that they cannot plow snow into the street. They will be responsible if there are accidents since the street became one lane because of the snow.

The owners of junk and unlicensed vehicles will be sent a letter explaining that they have till May 1st to remove them or the Village will do it at their expense. All vehicles on any property in the Village must be licensed and in working order or it has to have a junk yard license and surrounded by a fence.

The next regular meeting will be March 4 at 7:00 PM.

With no further business and on a motion By Dennis Cravillion and seconded by Troy Alsteen the meeting was closed.

Village Board Minutes January 21, 2014

REGULAR MEETING OF THE VILLAGE BOARD

With all the board members present the agenda was approved on a motion by Tim Kinnard and seconded by Francis Gilson.

Bill Simon was present to discuss the school bus being parked on the driveway in the subdivision and it seems to be a little better since Kelly Pinchart talked with the home owner. The board will watch the home and the bus problem and will contact the owner if it occurs again. Parking of the bus can be at the Middle school or high school if there is a problem with parking. It cannot be in the driveway because of a safety problem.

Bruce had to purchase a new sampler for $4600.00 and will have to find out what the problem is with the blowers. He will contact Stahl electric first then go from there.

The fire department wants to do a disaster drill and will do it in the back section of the Village subdivision.

Bruce was told by the County that they will no longer do the parking lanes on Hwy 54 and we have to plow that. Kelly will talk to the county concerning this problem.

The problem with a property on 1st street to the West is plowing snow in the street and that is not allowed. If there is ever an accident on the road due to this snow it will be the property owner’s problem and they will be held responsible.

Legion Drossart Post 319 donated $2000.00 to the Casco Fire Department and the Village is very grateful for the donation.

The Siren maintenance contract was discussed. The amount will be $227.00. The board will table the contract till a further meeting. There has been a change in the fire Department since Barry Pavlat has retired. The Village would like to THANK BARRY for his years of service.

The bills were reviewed and on a motion by Francis Gilson and seconded by Troy Alsteen the bills will be paid.
