Village Board Minutes December 13, 2016

MEETING CASCO VILLAGE BOARD

The Village board was present except for Francis Gilson. The board interviewed 4 applicants who were applying for the Clerk Treasurer position.

There are 4 applicants from the Village that are applying for the job of Village clerk treasurer. The board will interview each one.

The board reviewed the applications and decided to hire Tammy Skarban. She will be paid a hourly rate with 3 month probation. 6 months probation before a retirement will take effect.

The next meeting will be January 10.

Village Board Minutes December 6, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the agenda was approved on a motion by Tim Kinnard and seconded by Dennis Cravilliion.

Bruce informed the board that some of the Christmas decoration are not working so he will contact someone to fix them.

Bruce also informed the board that some of the money raised for the fire department is used for clothing.

Bruce will also check with the public service as to the cost of using LED lights

The Village Board would like to THANK TOM ROSS for paying for the Christmas lights on the tree at the post office.

Dennis Cravillion made the motion to accept the bills and seconded by Francis Gilson. On a motion by Frances Gilson and seconded by Tim Kinnard to accept the minutes.

The board sill interview the candidates for Clerk Treasurer next week.

There is only one person applying for the job of helping Bruce so he will follow Bruce for awhile.

Village Board Minutes November 15, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the president Kelly Pinchart opened the meeting.

Bruce informed the board that 3rd Street was swept. He sent samples of water from Sewer Plant and it was cleaner than the Casco Creek. A report was sent to DNR.

Bruce is looking for 5 gal drums with lids to put them at the park for cans for the kids.

Bruce will be having a MRI on his back for more information on his injury.

The bills were reviewed and on a motion by Tim Kinnard and second by Troy Alsteen were paid as presented.

The minutes were reviewed and on motion by Francis Gilson and seconded by Tim Kinnard were passed as read.

The 1st Responders will be given a check for $1400.00 for 2016.

The board will review the applications for Clerk Treasurer and part time to help Bruce after December 1st since that will be after the help wanted will be done in the paper.

The next meeting will be December 6 since the budget must be looked at.

The November meeting was held later because of the election.

Village Board Minutes October 11, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the president Kelly Pinchart opened the meeting and on a motion by Dennis Cravillion and seconded by Troy Alsteen the agenda was passed as read.

Bruce was present to inform the board of any problems in the Village.

He will replace the tires on the truck from Seilers Tire. At the cost of $205.15 per tire on a motion by Tim Kinnard and seconded by Troy Alsteen.

Bruce is still looking for a person to help him with garbage and recycling and some of his work in the Village. Anyone interested in the position should contact Bruce at 536-0429 or Pat at 837-2220.

Julius Thiry donated a model Fire truck of the First truck that the Village had. The Village would like to thank Julius for the model.

The bills were reviewed and on a motion by Dennis Cravillion and seconded by Francis Gilson the bills were paid as presented.

The covenant and ordinances say that there can be no animals except cats and dogs are allowed in the Village. There is a family that wants to have chickens and the board informed them that they cannot have them.

The Village will be putting a help wanted in the Kewaunee New paper for part time helping Bruce especially on Fridays for Garbage and Recycling.

An ad for the Village Clerk Treasurers will also be put in the paper to replace the Clerk Treasurer for when she retires.

There will be letter sent to residents that need to clean up their property. The property cannot have vehicles on the property that do not have licenses that are current.

The next regular meeting will be November 15 because the second tues will be on election day.

Village Board Minutes September 13, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present except the President Kelly Pinchart Dennis Cravillion became president for the meeting.

On a motion by Tim Kinnard and seconded by Francis Gilson the agenda was passed as read.

Nick Dequene was present to request the Village to allow him to have chickens at his home on Old Orchard St.. The decision by the board will be made when the entire board is present.

Cedar Corp was also present to discuss the process the Village will have to take to reduce the phosphorous level. The Village will have to eliminate phosphorous from the Sewer plant by 2020.

Cedar Corp will be working with Bruce and the DNR to make the Village compliant.

Brian Peot was present and he gave the board maps of the sub division and the Fameree property.

Michelle Lelou was also present to inquire how much a lot is in the sub division.

Bruce needs a person to help him with the garbage and the recycling. The Village will be looking for a person to help Bruce.

The Village will also be looking for a person to help the Clerk Treasurer and eventually take over the job.

The Siren is not working and Bruce had the county look at it. It is determined that the radio in the siren is not working.

Bruce would like to get new tires on the truck so he will check on the prices.

The radio for the Fire department still does not work.

The Fire Department is looking at a new Fire truck that will be purchased in October from Pierce at the cost of $274000.00. The loan will come from the Luxemburg Bank. On a motion by Tim Kinnard and seconded by Francis Gilson the loan will be gotten from the Bank of Luxemburg.

On a motion by Tim Kinnard and seconded by Troy Alsteen the minutes were approved as read.

The bills were approved and paid on a motion by Tim Kinnard and seconded by Francis Gilson

The hours for treat or treat will be October 30 from 12 - 2 PM at homes with porch lights on.

On a motion by Tim Kinnard and seconded by Francis Gilson the liquor license for the Fire department was approved.

Bruce will be contacted to look at the picnic tables at the park and get rid of the ones that need a lot of repair.

There were 2 letters sent to Village residents concerning their property that needs to be cleaned. The board will check the property again.

The next meeting will be October 11.

Village Board Minutes August 2, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the President Kelly Pinchart opened the meeting. On a motion by Tim Kinnard and seconded by Troy Alsteen the agenda was passed as read.

A representative from Cedar Corp was present to explain that the Casco Sewer plant will need a permit to pass for adoption concerning a phosphorus testing. The total plans will be final in 2018 and they must be passed at that time.

September 2017 3rd phase with preliminary upgrades with engineers. September 2019 the plans must be done. September 2023 we have to be in compliance with the amount of .075 is the limit number.

Bruce said 3rd street is chip sealed and Kelly Pinchart said the road is rough. Kelly will check with the company.

The board brought up that the property owner Tom Ross will be sent a letter to ask him to clean his property as soon as possible. There are a few properties in the Village that need to be cleaned because of health reasons due to junk on the property.

The fire department will be looking at a new fire truck at the cost of $275000.00. The fire department will pay the first loan payment. The truck will not be purchased till the end of 2016.

On a motion by Troy Alsteen and seconded by Francis Gilson the bills will be paid as presented.

The minutes were approved on a motion by Tim Kinnard and seconded by Francis Gilson.

The attorney will check with Ernie and Frank Fameree and have them sign the deed for the property that the Village bought from them.

The Village will be looking for someone to help the Clerk Treasurer and learn the position. Anyone interested in the job should contact the Clerk at the Village office at 309 6th St.

The next meeting will be September 13.

Village Board Minutes July 12, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the President Kelly Pinchart open the meeting and on a motion by Tim Kinnard and seconded by Dennis Cravillion the agenda was passed as presented.

Kelly Pinchart, Tim Kinnnard Dennis Cravillion went to the property at 614 church ave. To inform the resident that his property must be cleaned up with all the junk on the property. It must be done in 2 weeks.

Replacing the banners on the poles in the Village will be tabled till later.

Troy Alsteen is trying to get permits for the Casco Creek for the Fire Department to get water from it

The Casco Fire Department is looking at a new fire truck and they like one from Pierce manufacturing

The loan will be at 2.99% and the Village will get the loan when the truck is purchased.

The Pierce truck is a lot better for the Fire Department.

The loan will be discussed at a later time.

On a motion by Troy Alsteen and seconded by Francis Gilson the bills will be paid as presented.

On a motion by Dennis Cravillion and seconded by Tim Kinnard the minutes were approved except for the next meeting on August 2 and a resolution for the Sewer Plant number 2016-1.

Pat will check with Ellen Ronsman concerning the deed for the lot that was resurveyed by Mr. Peot.

Village Board Minutes June 14, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all board members present the meeting was called to order at 7:00 p.m.

Clerk (Pat Y.) was not present. Minutes were taken by Tim Kinnard.

On a motion by Dennis Cravillion and seconded by Francis Gilson the agenda was approved.

Kewaunee County fixed the pipe by CenturyLink.

On Second street the ditch was filled in to divert water onto the road to the storm sewer.

A new pressure tank was needed at the Ball Park. This was already done.

Bruce will ask Thad about direct water hook up to the storm sewer in the village.

Dennis Miesler hauled away the brush pile.

New mulch was put in at Village Park in the playground area.

Troy Alsteen made a motion and was seconded by Dennis Cravillion to accept Bruce's report on the sewer plant.

Bruce got 2 bids to reseal and restrip areas in Village. Motion made by Dennis Cravillion and seconded by Francis Gilson to have Custom Sealcoating LLC from Sturgeon Bay do this at a cost of $1,188.00 to reseal and $320.00 for stripping.

West Ave., Burke Ave., near BMO Harris bank, Church Ave. and 4th Street are the areas that PLC Pressure Jetting will televise the sewer lines.

Bruce is still checking with different fire truck companies to get different specs for a new fire truck.

The Fire Dept. cookout at BMO Harris raised $5,300. THANK YOU! to the community.

Bills were approved on a motion of Dennis Cravilion and seconded by Francis Gilson.

Minutes were approved with 3 corrections on a motion by Troy Alsteen and seconded by Tim Kinnard.

Next meeting July 12, 2016 at 7:00 p.m.

Village Board Minutes May 10, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the president Kelly Pinchart opened he meeting and on a motion by Tim Kinnard and seconded by Troy Alsteen the agenda was passed.

Bruce informed the board that there is a broken pipe on first street. He explained that the County can fix the pipe. The board asked if it needs to be fixed or can the water go down the street to the storm sewer on 1st and Church Ave. Bruce will check the price from several companies and the County. The County is the cheapest so far and will be done by them if the Village wants it done.

Bruce will check on companies and the cost to seal the drive ways and parking lots at the Village Hall and the Park with the basketball court also.

Bruce will order UV lights for the Sewer Plant.

Lee Lelou is stripping and waxing the floors at the Village Hall meeting room and the Casco Sewer Plant. The rug in the meeting room will have to be replaced soon since it has many spots.

The owner of the company DANS BUGG OFF PEST CONTROL LLC. (Dan Haas) did some work at the Village Hall is not going to charge the Village Fire department since our fire department went to a fire at his home and did not charge him.

Bruce will be getting specs and cost for a new fire truck.

On a motion by Francis Gilson and seconded by Troy Alsteen the bills will be paid as presented.

The minutes were approved with some changes on a motion by Troy Alsteen and seconded by Tim Kinnard.

The Village Board and the Fire Department would like to THANK Debbie Haumschild for her contribution to the Fire Department after her Ugly Purse Auctiont at T J Bar and Grill. The amount of the contribution was $2707.00 and she will try to do it again next year.

The contract for Creative Computer will be renewed for $600.00 for 12 months on a motion by Troy Alsteen and seconded by Dennis Cravillion.

The Liquor Licenses for Moxies, Jims Bar and Bowl, T.J. Bar and Grill, Casco One Stop for Class A and B was approved on a motion by Francis Gilson and seconded Dennis Cravillion. The Class B for 6 months for the Casco Lions and Casco As were also approved.

On a motion by Tim Kinnard and seconded by Troy Alsteen the Bill for Sleepy Creek Appraisals was approved.

The next meeting will be June 11, 2016 at 7:00 PM.

On a motion by Francis Gilson and seconded by Tim Kinnard the meeting was adjourned.

Village Board Minutes April 12, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the president Kelly Pinchart opened the meeting with the agenda passed on a motion by Troy Alsteen and seconded by Francis Gilson.

Bruce informed the board of a company that will clean the streets on any curbed streets for about $700.00. On a motion by Troy Alsteen and seconded by Dennis Cravillion the street sweeping will take place for about $700.00. The board would like it done before the rummage sale.

Bruce is showing the board what the DNR is charging us for testing every year.

Bruce is showing the board what flags we have on the poles in the Village but they are very old. The Lioness donated them to the Village many years ago. We have 16 poles with flags on them. Bruce will look into the cost to replace them.

Bruce also got a cost on a demo fire truck for $225,000.00 for a 2013. This is a demo truck. He also got loan information from the banks. The interest rate is much lower at the Bank of Luxemburg. On a motion by Tim Kinnard and seconded by Francis Gilson the Fire truck will be purchased with a 2013 chassis on a demo truck. The loan will be in 2017 and the first payment in 2018.

The bills were reviewed and on a motion by Troy Alsteen and seconded by Tim Kinnard were passed as presented.

On a motion by Francis Gilson and seconded by Tim Kinnard the minutes were passed with changes.

The County has torn up some lawns on Maryknoll and East street so the County will be contacted to repair them.

The next meeting will be May 10, 2016 at 7:00 PM and that will also be the Board of Review.

On a motion by Francis Gilson and seconded by Tim Kinnard the meeting was adjourned.

Village Board Minutes March 8, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present on a motion by Dennis Cravillion and seconded by Troy Alsteen the agenda was approved.

The lions purchased a field groomer to be used at the park. The board and village would like to thank them.

Mark Jandrin, Andy Voyles present to represent the Casco As and there were no problems or questions for the board.

Everyone was told that if they have any question at the park they should give them to Bruce to answer.

Brad LeGrave from the 1st responders was present to answer any questions. The event in August will now be July 30th and out at Lincoln. They will try it for one year and if it is better will keep it there. There are 29 1st responders now.

The 1st responders get on an average of $3000.00 from each municipalities. Casco village will give them a donation but it will be less because the group used the village hall for their meetings.

In the middle of February there was something put in the sewer lines and the test results were changed.

April 29 there is a class at LTC for the for Fire Chief Bruce Depeau would like to go. The board approved Bruce going and he will not have to use vacation.

On a motion by Tim Kinnard and seconded by Francis Gilson the bills will be paid as present.

The minutes were approved on a motion by Francis Gilson and seconded by Troy Alsteen.

The Village will give the 1st responder $2000.00 with $1000.00 amount is for the rent of the hall for their meetings.

The dates for the tournaments at the park were set.

Arlene Deprey has retired from the village as an election worker and the Village would like to thank her for her years of service.

On a motion by Francis Gilson and seconded by Tim Kinnard the meeting was adjourned. Next meeting is April 12th. The open book is April 20th and the board of review is May 10th.

Village Board Minutes February 9, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present President Kelly Pinchart opened the meeting. On a motion by Troy Alsteen and seconded by Dennis Cravillion the agenda was approved as read.

Mr. Keith Mehn was present to introduce himself as one of the people running for Circuit Judge in Kewaunee County. He has been an attorney in Kewaunee County for 30 years and has been a Circuit Court Commissioner.

Mr. Naze was also present to introduce himself as a lawyer running for Circuit Court Judge.

Bruce informed the board what the Fire department has purchased as part of the budget of $19000.00 for 2016. He will keep the board informed of any amounts that are paid out and any donations that are received to the Fire Department.

Bruce informed the board that the county charges the Village $1.50 more an hour if they have to come in before 7:00 AM.

Bruce would like to set up a schedule to televise the sewer lines.

Bruce will be on vacation March 12-19 so he will be looking for a substitute to do some of his chores.

The board is looking for a person to clean and wax the floors in the Village meeting room and the Sewer Plant.

The Village Board would like to THANK Tom Ross for putting a meter in for the Christmas Tree Lights and paying the bill for it.

A THANK YOU also goes out to Mrs. Arlene Deprey for her years of service at the elections.

On a motion by Tim Kinnard and seconded by Dennis Cravillion the bills will be paid as presented.

Motion by Troy Alslteen and seconded by Tim Kinnard the Minutes for January were approved.

On a motion by Tim Kinnard and seconded by Dennis Cravillion the purchase of a credit card from Bank of Luxemburg for the Village and Sewer from the Bank of Luxemburg by Patricia Yagodinski was approved.

Mr. Porter was present to ask the board for clarification on his request to run a small business from his home. It is determined that his home is not residential so the board will review their standings.

Bruce will get a quote for chip sealing for 3rd street.

If Bruce works on good Friday, he will get an extra ½ day vacation on another day since it is garbage and recycling.

The board would like the people in charge of tournaments, baseball leagues and coaches to attend the next meeting in March to go over the rules at the park.

Village Board Minutes January 12, 2016

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the President Kelly Pinchart opened the meeting. The agenda was approved on a motion by Tim Kinnard and seconded by Troy Allsteen.

Village resident Ken Porter was present to ask if he could have a small business in his home which is in a residential area. He need an approval from a ATF agent. He will be doing background checks on people that want to buy guns from other people. ATF agent must have approval from the Village to approve him. His hours will be from 5:00 PM to 7:00 PM 7 days a week.

The president will contact the neighbors before we will give approval and the attorney will also be contacted.

Bruce had a bill for $174.00 from Luxemburg for the jaws of life and a bill from $125.00 for going to the accident. Should the Village or the Fire Department pay this ????

Bruce will not be sending Fire Department a bill for fuel used to assist other department.

Bruce is picking up an average of 119 bags of garbage every Fri. Recycling has gone up but we do not get paid for it.

The board got bids for skidster from Luxemburg Motors and Luxemburg Implement. Luxemburg Implement is for a bobcat.

On a motion by Tim Kinnard and seconded by Francis Gilson the bills were paid as presented.

Minutes were approved on motion by Tim Kinnard and seconded by Francis Gilson with one change.

Jeff Wisnicky who is running for Judge was present to inform the board of his qualifications and ask the board if they have any questions.

The contract from Cedar Corp was approved on a motion by Troy Alsteen and seconded by Tim Kinnard.

The next meeting will be February 9, 2016
